In the service of the flood safety of Hungary 06/04/16

Directive 2007/60/EC of the European Parliament and of the Council on the assessment and management of flood risks requires Member States to carry out preliminary risk assessment, to prepare flood threat- and flood risk maps, and to take measures to reduce and manage flood risks. Such work started under the co-ordination of the General Directorate of Water Management in Hungary in 2010.

In order to fulfil the obligations relevant to the member states defined by the directive of the European Parliament and the Council, the Hungarian Government introduced the National Flood Risk Management Plan of Hungary by Decree No 1146/2016 (III. 25.) that got also published in the Hungarian Official Gazette No. 42 issued on 25th March 2016.

There are about 3 million people living in areas threatened by floods in Hungary. Future flood protection-related developments are seen reasonable in order to serve the flood safety of the country and to improve the flood safety of those inhabiting in areas exposed to flooding.

Besides the costs, the risk-minimizing effects (financial, human, cultural and environmental) of the guideline measures, the general features of certain flood protection tasks types got defined during the joint expert works highlighting the objective of flood protection, its impact (both beneficial and adverse) on the water bodies estimated preliminary, as well as the possibly necessary impact-minimizing compensation options.

The Flood Risk Management Plan got prepared for 151 inundation catchments (for a total area of 36,000 km2 surrounded by 4,200 km of dikes and also studying 1500 dike failure versions), for 109 smaller water courses (in the length of 2965 km); furthermore, the inland water threat and risk maps as well for unprotected flood plains exposed to floods and inland water along a 3,150- km-long river section.   

A further result of the work is the flood-localization plan prepared on the basis of a modern, unified method for 72 catchments.

In the framework of the implementation, the flood risk management provisions have been harmonized with the EU Water Framework Directive and their assessment as well, as per the criteria of the WFD.
